This important book explores the cultural conditions that favour political accountability. It examines the channels through which accountability can be secured and the role that accountability plays in ensuring good governance. In addition to problematizing the notion of accountability, the book suggests that it is the product of three different-albeit, related-processes: taking account of voters' preferences, keeping account of voters' preferences, and giving account of one's performance in office. It further explores the relationship between accountability and political culture by analyzing the relationship between accountability and religion, religious denomination, familism, civicness, secularism and postmaterialism, revealing that the level of accountability is influenced by the diffusion of post-material values and by the level of civicness in a given country. In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. The transformation of Western European Party Systems was associated with the emergence of a new model of party organization: the cartel party. The cartel party differs from previous party models because it is increasingly less an agent of society, has interests on its own, depends on state subsidies and struggles to preserve the conditions under whihc it prospers by distorting electoral competition. Through such a distortion the cartel of parties resembles the behavior of oligopolistic firms. The purpose of this book is to investigate whether and to what extent patterns of inter-party competition resemble the functioning of oligopolistic markets. The results of our comparative analysis reveal that there is a growing gap between voters' demands and party system's political supply. In addition to arguing the implications of these findings for the theory of responsible party government, this books shows that the growing gap between voters' demands and party systems' supply creates the condition for the rise of the parties of the New Extreme Right.

This report re-examines the ways in which parliamentary committees can enhance democratic governance. Revisiting a report first published 10 years ago, it looks at the ways in which Public Accounts Committees (PACs) work in practice, and considers whether they continue to fulfil expectations as important guarantors of good governance. Noting that PACs themselves, and our knowledge about them, have evolved substantially in the intervening decade, this volume examines the original concept of public financial accountability, noting its origins in the nineteenth century; evaluates the findings of the original study; analyses research data produced in the aftermath of the first report and considers the practices and challenges facing PACs in the second decade of the twenty-first century, such as capacity building, independence and information exchange.
